I see no reason why not, given what we've seen. Though I might take some agility to prop up Endurance or Perception depending on how much they affect AP drain and accuracy respectively. Luck is a given, though, yes. I love crits and I love loot, so plusses to both are tops.

Otherwise perception and agility are my traditional dump stats, as I always liked high INT for lots of skill points. FO4 will obviously be different.
