The PKK and PYD in Turkey & Rojava have created states in parallel to the de jure state. I don't even accept that there's something inherent about anarchism that makes it incapable of carrying out genocide. Anarchism has a very troubling history of vociferous antisemitism, and anarchism naturally lends itself to indulging provincialist reactionary sentiment. If anarchism hasn't committed any genocides, it's only because the amount of actually existing anarchist polities can be counted on one hand, and they tended not to last very long.
