iirc he won the speaker election with Democrats; doesn't that put his job in jeopardy?

The House elected him unanimously this session up from just being elected by mostly Rs last session. He's very well respected, but no doubt fighting with Patrick on these issues has tarnished his shine a little bit with hard Rs in the state.

Fortunately, the hard Rs don't have and likely won't have strongarm power in the House like they do in the Senate.

edit: To expand, there are more hard Rs in the Senate this session than there are Ds. Hard Rs don't outweigh House Ds (yet).

In slight silver linings the bill banning city regulations of AirBnBs didn't make it out of the house committee so it is apparently completely dead. Just a heads up, that bill I think you were tracking on short term rentals,SB 451, was just amended into HB 2445. It passed the Senate and if concurred on by the House will be sent to the Governor with the short term rental language included.

edit cause the Senate's being dumb (again).

Tonight's the deadline for bill passage. Only thing after this is one chamber agreeing on or reconciling with amendments the other made.

The Senate apparently loaded the calendar up before midnight & a lot of weird poo poo is getting through since 12:00am ticked over.

A bill I didn't think would pass did, HB 337, which is loving surprising cause it helps prisoners get health benefits back after release.

Just to follow up on this: the house has until midnight tonight to lay out the senate amendment and until tomorrow (Friday) to vote on whether to adopt them? Or do they have until Sunday to adopt the amendment if they don't vote for a conference?

Hopefully it doesn't happen because as far as I can tell HB2445 is about as low-priority as can be imagined: it allows Denton to use hotel taxes to upgrade their rodeo fields. Seems like the sort of thing that dies by the hundreds every session.

As an aside I always find the ways they create provisions for a particular city without actually naming the city pretty hilarious. Here's how they single out Denton: "contains an intersection of Interstates 35E and 35W and at least two public universities"

Ugh Briscoe is not clever, he's an astoundingly loving dumb child. Not even Stickland is as good at getting Rs to turn on him; Briscoe calling the Palliative Care Advisory Council a "death panel" almost caused a riot from House R doctors.

He might've pulled one over on noted moron Wayne Smith, but he's had almost nothing to do with the success or failure of bathroom or any other language this session.

Yes on the deadlines, the House deadline to concur or appoint a conference committee is tomorrow and, effectively, motions need to be printed and distributed today for them to consider.

Unfortunately, those Hotel Occupancy Tax bills are all going to be heard and decided on as those are (mostly) new this session and you can't get rid of or ignore one without stepping on a daisy-chain of toes. Pretty much every member has interest in one.

All that being said, the SB 451 long-term rental language is very controversial, so the House could decide to go to conference to strip it off and leave the non-controversial HOTax bits.

But now the fun part! Even if language is stripped from one bill, In conference, on pretty much any bill, members may make "Out of Bounds" resolutions to incorporate language outside of the scope of the conference, so that short-term rental language could appear back on a city or county bill right up until Sunday. (Monday is only for technical corrections)

tl;dr: Barring the House going all-in on screwing with the Senate, HB 2445 will almost certainly get heard. The SB 451 language might get stripped off in conference, but it could still show up on just about any municipal bill right up til the end.

Patrick's conference sucked cause he blames Special on Sunset stuff the House was acting on, but the Senate refused to acknowledge e.g. Patrick's been pocketing the sunset safety net language all session cause he knew he could use it now.

I know that SB 6 or HB 2899 are going to pass somehow sooner or later, but I'm glad Straus is at least fighting him on it.

Can't Straus sit on his rear end and hang out with his buds at texas chili parlour all day? What's the fallout beyond being excoriated in tea party facebook groups?

Nancy
Nov 23, 2005

Young Orc
Pretty much, but if you let the bad PR Patrick is trying to spin that it's the House being lovely and not Patrick himself, eventually people beyond Tea Party crazies are gonna care.

Patrick did have it right that there will likely be a special session if nothing is done on the sunset stuff though, so we're probably in for that if Straus doesn't compromise (more than he already has, cause he's thrown the Senate lots of bones).

I hate Patrick's argument though, because even if you think he's right that Straus isn't respecting the view of the House or the Texas people, the proper remedy is voters voting for people who will respond to what they want & not forcing a special session when you don't get your way.

Last session, 84th, for one. And then I think 81st or 80th before that. Usually it's about the budget, not bathrooms.

Yeah special sessions were a cornerstone of my college years, I thought they were pretty ubiquitous but I guess I don't notice when the rest of the world's on fire.

also i wasn't too far off with my paraphrasing

quote:

Texas Speaker Joe Straus : "The House has compromised enough on this issue. It's absurd that bathroom bills have taken on greater urgency than fixing our school finance system."

Lt. Gov. Dan Patrick: "We were willing to negotiate. We were willing to work, but he laid down the gauntlet tonight."

Would a Patrick/Abbott primary be the worst or best thing, i'm broken and can't say

The real fun of living wisely is that you get to be smug about it.

I have no idea how popular SB6 is with voters statewide, and I'm biased as hell but it still feels like Patrick forcing a special session over loving bathrooms is very stupid and will make the governor look bad unless there's another big issue they can address at the same time.

Good deal! Show's over until the inevitable special session on at least the sunset safety net language, but that short-term rental stuff is almost certainly not going to be in the Governor's special session issue scope.
