The test is that you imagine the offending player wasn't there and then consider whether a try would definitely have been scored. In that case there were plenty of England players around so a score would probably not have happened even without Care being on the pitch.

England played pretty well and the Irish did a good job of not conceding more in the first half. Pretty scrappy but far from the worst game of the 6N so far. How Brown was still on the pitch after kicking Murray in the head and shoulders multiple times is a mystery. The back swing was accidental but then he went in for two more that absolutely weren't.

I think that's the correct reading of the laws: that even IF he was going for the ball that as he DID hit the guys head and was reckless as to that eventuality occurring then he should be done for foul play. As to whether he will be... Who knows.

Someone on another for I said that as the ref took action against him at the time he can't be cited. Not sure if that's true or not. It was a football forum and usually get rugby stuff arse about so no idea how true that is, I too, like to see people infringing getting the rough end of the boot....but you clearly don't kick people in the face/head.
