Except you unintentionally abuse this mechanic when you die or come back after a play session. The developers realized it was irritating otherwise and then fixed it in the dumbest possible way.
Reminds me of Fallout Tactics where the burst fire mechanics were so busted that certain guns would ALWAYS hit whatever was in the cone-of-fire, even if you missed the actual target it would still hit everything behind it.

It was an exploit you literally could not help using if you used weapons that were basically designed to necessary past a certain point.

Similarly in Isolation you're consistently taking advantage of this "failsafe" without even being aware of it.

that failsafe in FOT, combined with the fact a ton of late game units had .50 cal Brownings that could(and would) instantly turn your entire party into a thin mist while having the longest range of all weapons made me quicksave so many drat times
