Turbos don't build enough rpm to create boost just being revved to a certain rpm like you would at a light, they only do it under load. The two step you hear creates and artificial load.

It had a system like that but it would never shut up "oil change need tire pressure low change brake pads spark plugs need to be rearranged change air filter seat cushion smells funny" It was like the Wall St. stock ticker except instead of displaying stocks it nagged you about automotive maintenance. And this was a perfectly well maintained car. They bought 2 perfectly good, running Jag's and used the one in the worst shape as a parts car.
