The Soviet Union was their chief Ally. China invaded them shortly after the US left and they're way more hostile to China than anyone else now. After the Soviet Union collapsed their economy went to poo poo and Clinton started normalizing relations in the 90s and now iirc we do military exercises with them in the South China Sea which is pretty loving funny tbh
