the EU exit bill - what is this actually for?

Going by the BBC article http://www.bbc.co.uk/news/uk-politics-39789903
"There are reports in Brussels that the rising figure might include demands from countries like France and Poland for UK contributions to farm subsidies. "

it seems like it's for ongoing future EU expenditure. But, whatever you think of Brexit*, surely when the UK leaves the EU then, well, that should be the end to UK payments to EU programmes?

I just got a LibDem leaflet in the mail saying

quote:

Only the Liberal Democrats are campaigning to stop the disaster of Brexit becoming a catastrophe that harms our city forever.

And even if you are unable to vote on 8th June, please know this: you are as entitled to be represented by your local MP as anyone else who lives here.

Just because you can't vote in June doesn't mean you can't make your voice heard in other ways. I'm asking you to volunteer with the Liberal Democrats by delivering leaflets or knocking on doors, making a donation and put(sic) up a poster in the window to show your friends and neighbours the strength of our campaign

It also says both Conservatives and Labour voted for hard Brexit and refused a referendum on a final deal.

Just lol.

(I didn't get anything from either Labour or Conservatives though)

A lot of it is things like pension obligations etc., which are pretty hard to defend reneging on, though of course those aren't going to be the ones the media would want to highlight.

As for the programmes, it depends. Say you have been given research funding for five years, with a lot of the work potentially taking place in the UK - does it now have to end?

I suspect it has to do with the fact that Britain is a net contributor to the Common Agricultural Policy, and farming subsidies in the rest of the EU are likely to fall after Brexit. That doesn't mean the demands are reasonable though, or that they will be accepted; it could be a case of political posturing. The French and Polish governments likely want their farmers to know that it if/when their incomes fall, it's the Brits who are to blame. IIRC Junior G-Man knows more about this though.

Option B is unilateral abrogation of our outgoing payments, which would surely prompt the same from the EU. A likely consequence would then be widespread disruption and damage to a significant number of business enterprises, research projects, e.g. what would happen to Horizon 2020?

The insistence of a large section of the left in refusing to accept that ostensibly left wing regimes can go bad and do lovely things is an eternal frustration. poo poo is hosed in Venezuela, Maduro has been a bad leader, poverty has increased in the country, you don't have to instinctively defend him. The payments are a mix of things like our share of pensions for Commission workers (some of whom are Brits) as well as money we've agreed to spend as part of the 5-year budgeting process but which hasn't actually been spent yet. This gives a good summary:

https://www.instituteforgovernment.org.uk/brexit-explained/eu-divorce-bill

We should get a small share of assets too, but not nearly enough to cancel out the bill.

We could unilaterally refuse to pay, but because Europe has the upper hand in the Brexit negotiations they could impose a whole bunch of consequences that would be more unpleasant for us than them. Juncker already said there'd be no free trade deal if we didn't pay, for instance.

There are completely adjustable and one size. There are slides on the front straps that allow you to adjust the length to get the tension that you want. These ones (Brimarc?) have really heavy-duty clips compared to the cheap-o ones I was using before, they're well made.
