Re: workload in your area can't they just have the CTs sub? I'd think the branch manager would be jazzed they can reduce payroll, IIRC they only promise parents like 8/24 classes are NST taught even though they're usually scheduled for half. Of course my IIRC may be quite out of date and branch by branch.

One of my classes is NST only, with three lessons a week. Otherwise, I think our branches' policy is no more that three classes in a row with the CT teaching. Still, the way Hess is actually handling the overall situation is a freaking clown show.

She was found to have swallowed a drug used to euthanize cats and dogs on May 5, and she left a suicide note saying she loved animals very much and felt uncomfortable having to put them to sleep so often.

She said she had to end her life to remind the public that "there was no difference in life," and she also expressed the hope that the government could work to control the proliferation of strays at the source.

Wang said Tsao served previously as Pingtung County magistrate and "knows well the dilemma of insufficient manpower, resources and facilities faced by local governments in carrying out animal shelter operations."

This, coupled with revisions to the Animal Protection Act passed in February 2015 that outlaw humanitarian euthanasia of sheltered animals at all 33 publicly funded animal shelters starting in February 2017, is bound to pose a major challenge to managing stray animal shelters, Wang said.

Wang said Tsao has directed that NT$1.9 billion be spent from now until 2018 to strengthen animal protection and improve the shelters' facilities.

According to COA statistics, adoption rates of animals at the shelters have risen greatly from 28.7 percent in 2012 to 70.4 percent in 2015 due to the joint efforts of the central and local governments.

A total of 55,000 animals have been adopted, while the euthanasia rate for sheltered animals has dropped to 12 percent from 50.1 percent in 2012.

In response to the planned increase in spending on animal shelters, animal protection groups said money alone would not make a difference.

They said the key is not money but an insufficient awareness of animal welfare.

They pointed to recent tragic incidents in which dogs were poisoned to death, cats and dogs were suffocated to death during the transportation process and a stray cat was abused by a college student.

The groups also complained that animal protection staff on the front lines often get sick because of excessive workloads.

Well, I for one, am relieved this pressing issue is finally getting the support it needs.

I am unironically glad that the government at least plans to spend so much money on animal shelters, this place needs it. Animal shelters already have it tough enough, even without the disposable attitude a lot of assholes around here have toward animals.

Also preemptively: shut up Pandemonium no-one cares.

They would've won the presidency in 2000 if Soong hadn't Nadered them IIRC, and last year's elections were the first time the KMT lost both presidency and legislature at once apparently.
