Kind of like how if a security organization is doing its job well you never have any break ins because everything gets headed off before that happens.

It's Imperial Germany, which to be quite fair to anyone is very easily to confuse with the Nazi one because the formal one for the Nazi's replaces the Prussian Eagle with a swastika. EDIT: Beaten by somebody posting quicker in Germany.
