She's always lived in a house separated from the weather, but that sort of place wasn't given a name until Miko showed up. I would assume that each hermit creates their own individual world, for their own personal use. I mean, if you think about it that's kind of the pinnacle of being a hermit. Senkai would then be the generic word for this entire category of mini-worlds.

Kanako specifically said it would take years to build, mostly due to the tengu having a lot of objections and presumably red tape too. This was in WaHH, during the chapter where Sanae didn't want to get drunk with Reimu.

Also their only engineers are the kappa, who don't build anything to a consistent set of specs, and since humans don't come up Youkai Mountain that often, their labor force is also fairly limited.
