a subset is a set contained within another set. imagine the set of all wars. wars involving only land battles and wars involving only naval battles are both subsets within this.

You're intentionally abusing language to imply an equivalency where there is none. War with the Soviet Union to sink the Black Sea Fleet wouldn't require nearly as much scale of commitment as a war with Nazi Germany to prevent continental expansionism. The UK "didn't want war at all costs" in the sense that they didn't want a repeat of the Great War, but any naval war with the Soviet Union wouldn't have turned into a Great War necessarily for all of the reasons we've already enumerated. There was practically no good reason the British shouldn't have intervened in the case of an attempted direct Soviet intervention in Spain with the Black Sea Fleet.

I recently picked up a comprehensive Atlas of World History printed in 1938 and the last few pages (discussing Munich) are a fuckin trip.
