I think they just messed up the title, probably meant 'multi-family development' or 'multi-family residential building'; which just means apartments. I think it's a Naval system, and the launcher and missiles are stored vertically, so it needs some sort of mechanism that orientates the missile for firing. It probably copies some ancient US design... more modern poo poo seems to all be mounted on rack systems for quick rearmament as a unit, rather than individual missiles.

I think you're right it's just that why are they stored upside down? Seems like it would be quicker and easier to orient them if they were pointing up to begin with. Also the image of them misfiring somehow and hitting the boat itself is pretty funny.

Often it was literally three generations of five families sharing a 5-rooms flat. One kitchen, one toilet, very narrow corridors, one phone number, and practically no sound isolation. Everyone knew everything about each other, and privacy was basically non-existent.
