Filming someone changing is illegal and scummy. Granted, putting a camera in a place where random people change is a lot less scummy and illegal than, say, putting a camera in a middle school locker room. It's still scummy. And, granted, no actual harm is done to the subject if she never finds out... but it's still super scummy. This sort of thing is like "Don't stick your dick into a blender."
