I think it's just implied that in a post scarcity replicator utopia there are still people performing agriculture as a hobby because people like things not made from a replicator for the experience. It's private ownership of land in a world that no longer has substance farming. It's stupid, she's stupid, market economies are important in DS9 specifically because they wanted to make a show about the edge of the federation and differentiate it from Roddenberry's utopian shows.
