When I was a teenager people got busted on some public land all the time for spot lighting. Probably not a wise thing to do when there's a fire watch tower on the land, and radios exist. Took awhile before idiots figured that one out.

You can spotlight on private land (i.e. someone's farm) for deer as long as you have the landowner's permission.

Doesn't really stop people spotlighting in state forest (or national parks) though, those places are big, there's not many rangers or game wardens doing enforcement, and 99% of the farmers nearby see deer as pests so they wouldn't report anyone doing it.

I read a cool book that was a collection of stories collected from a Minnesota Game and Fish officer's career.

They were all pretty terrific. Spotlight chat reminded me of a particularly evasive poacher they had trouble catching.
Turns out they were spotlighting deer right next to the road from a van, opening the sliding door, shooting the deer from close range silently with a hunting bow, and then pulling the carcass into the van.
Whole thing took less than a minute and they were gone.
