Quest NPCs will always accept. Other NPCs might not. But lol.

Oblivion AI is advanced enough that NPCs can move around a lot and react differently depending on a complex list of possible circumstances such as weekday, time of day, inventory, etc. Etc. but also dumb enough that they have nothing resembling spatial aware. Something that can get them killed very easily.
