Ahhhhh so it was HDPE instead of PVC. That makes a lot more sense because huge stacks of pure long-chain hydrocarbons with big air voids formed into them by design would definitely burn like hell.

Those spools of cable are pretty much the platonic ideal of perfect combustible loading. They burn hot, long, and completely. People often seem to get a sudden rush of poo poo to the brain when they don't count cables as combustible loads in fire hazards analyses and it can be a huge deal for places like chemical plants where you want to prevent fire spread.

And have a built-in chimney! One time we threw a wicker laundry basket on the backyard bonfire. Took a few seconds for the bottom to burn out, and then that fucker roared like a giant blowtorch. Fun times.

It appears to be supported at all 4 corners, no cantilevering. So unless it's just really fundamentally misbuilt, seems like it'd be fine.

Maybe there's another support at the edge of that black cabinet mass where it seems to run up to the ceiling. Tiny post could just be holding up part of that overhang.

Also not an engineer, but assuming it's at least a 4x4 post, they can support a lot of compressive weight. Something like 6k lbs each. I've no idea how that plays out in real life, how evenly weight is distributed, concerns about racking, etc. But back of the napkin calculation, that structure could weigh 24,000 lbs and be ok. (Especially since it's well supported on at least two sides, maybe on that left side too)

This is my thought, also the photo is potato so who know what that support beam is... could just be a wood cladding over a metal beam.

My sister's place is a bit like that. It has a balcony room (craft room, sometimes guest room) over the kitchen looking into the living room, with the stairs to one side. Except the stair landing is in the kitchen and it's a platform stair that doubles back on it's self to get up to the balcony room. It looks a fair bit less janky that way.

I'd put good money on this being a town home or apartment.

It needs something between the windows and garage door. A narrow roof section would make that look a lot better.
