Germany stopped doing mandatory military service both because many opted out and did civil service instead and also they had no use for recruits after decades of hollowing out the military. Now they are talking about it again in the belief that as long as people are forced they will happily fight for their country instead of doing anything to actually incentivize doing so. Neoliberalism is a powerful drug.

How big would the Bundeswehr+reserves be anyway with conscription? Are they proposing to conscript everyone eligible or a some kind of lottery to fill a quota?

Military service ended in 2011 and by then it was only 6 months, reduced in several steps from the 15months in 1990. It is a good question how it would work if reintroduced, before 2011 there was always criticism about the fairness of the system. Some wouldn't get asked to serve at all or got medical waivers. In the end like 1/3 of eligible people got away without doing anything and it did not make the idea of the service popular at all.
