I worked for FEMA and the RIEMA for a brief time years later and even 8 years after it happened, it was still a constant presence in planning for pretty much any mass casualty event. Hell, the state's fire code was completely re-written after this happened, despite the fact that if the owners and the town fire marshal had followed code, the fire would have been a non-event. Structure fires in which people are trapped are nightmare machines. What a lovely story to wake up to.

For comparison, this is a first hand account of a woman trapped on the 24th floor of a 2014 fire in Manhattan: https://mobile.nytimes.com/2014/02/09/nyregion/trapped-by-a-fire-inside-apartment-20d.html The only fatality was a man fleeing the fire, overcome by smoke in a stairwell. Something was shockingly wrong with the construction of the building London.

NYC public housing is generally made of cinderblocks and cement with at least two exit stairs and fireproof apartment and stairway doors. Fires in public housing are not infrequent and are generally confined to the apartment of occurance. A matress fire in a hallway only killed a responding NYPD office who mistakenly took the elevator to the fire floor (perhaps due to misunderstood radio transmission, he was first on scene) everyone in the apartments survived and the fire did not spread. Yeah, NYC fire codes are generally really good and yeah something like this wouldn't happen unless it was some Happy Land (or whatever the name was) variant). I mean this is true in most of the US post that Casino fire, even in Philly....well unless PPD drops a device on something.
