One of my banks, Lloyds, does this , and it's not even the password, just the "memorable information" which most people are likely to have something short and more predictable for than the password. And then I only have to do extra verification on new payees, it's just good to go on people I've paid before. Presumably fraud protection does kick in at some point, but at the very least I've transfered four digit amounts out (their savings rates are poo poo) with no resistance past that one login page. I hadn't even considered how they were storing the information, at this point I think the main security method on that app is the security step for unlocking the phone itself.

For Natwest the password/pin are only used for logging in to the website IIRC. The 'online banking pin' is separate to your credit/debit card PIN and the PIN you use to log into the app. The app authenticates with face/touch ID or a passcode and when setting up a new payee has you do the 'facial recognition' thing where it's presumably recording a video of your face and sending it out. I haven't used the website in ages but last time I set up a new payee on there, they have you put your debit card in a little reader thing they give you when you sign up, you enter the card PIN and then a challenge code that you then provide a response to. I must have like 5 of those little card readers at this point but gently caress if I know where they are lol
