Yes pretty much every color laser printer purchasable in the United States prints them and it encodes the make, model, serial number, and IIRC in some cases even the timestamp.

And there is approximately 0% chance that the NSA doesn't have a list of all their printer serial numbers handy for quick lookup.

Depends on the space you're in, but random person shouldn't have access to spaces he's not cleared to be in unless it's 'sanitized' and he's escorted (visual range at all times). Even at the Secret level. Different spaces in a SCIF will have different levels of security depending on the situation. Some offices must have all classified material locked into a secure location whenever no one is in the space, some spaces you can leave classified material out openly because the access is extremely controlled.

its light enough yellow its invisible if you dont know to look for it

most color printers wont print if any ink is dry, even a black and white doc
