I thought the War Powers Act gives Trump the power to do this, as long has he tells congress within 48 hrs and asks for approval if it lasts longer than 90 days. And assuming that Congress, the press, and the loving ship that shot the missiles collectively came all at the same time when this started I'm guessing thats not a hard approval to get.
