Not for long at this rate, but they're not allowed to join wars either, or be deployed outside of Japan except by UN mandate, which is why they're a self-defence force and not an army.

Every scene with Noa in it drives home how the tone for this is completely different from the first film and Early Days.

It's pretty sad how in four short years, all the optimism has drained out of the main characters. :(
