That's still quite a bit different from saying they think we should send Israel B-52s with bunker busters to do dirty work for us. Yes, they're neoconservatives. Yes, they're all broadly in support of Israel and probably would be quite happy to see Israel knock out Iranian nuclear facilities. But they didn't write the article, and their relationship to it appears rather tangential.

The Soviets made a lot of good stuff; they were always trend-setters in missiles and armored vehicles. Russia was a world leader in defense electronics, missiles, mathematics and metallurgy for decades. I'm sure the 90s were rough on them, but that level of institutional knowledge doesn't vanish overnight. Don't confuse a national fondness for overhyped wünder projects that can never live up to the press and a struggle to produce retail consumer goods for the international market with a weakness of their defense industry.

It's also worth noting that Russian designs were state of the art for the most part, it was deficiencies in manufacturing and lagging in certain areas like solid state electronics that kept them behind, and yet they still had things they completely surpassed the west with. The T-64 is a prime example. Considering the last 30 years they've had access to western equipment (like buying French thermals, etc) there's really no reason they can't produce great equipment. It's just questionable how many they can afford to make and if they can dump resources into huge technology jumps over the Soviet method of incremental improvements. Well that, and some of current sanctions are directly focused on the Russian defense sector (especially air defense), which is likely to slow them down some. EDIT: instead of posting individual links, googling about Soviet v US R+D will net you quite a few studies by organizations like RAND from the 70s and 80s. The Russian government just doesn't have the money to order a fleet of F-22iskies, so the aerospace companies have no motive to spend a lot of money designing a super fighter. More profit to be made selling second-tier weapons to third-world countries so that's what they're focused on.
