I struggled a lot with it, because while I strongly support removal of mandatory sentencing, the economics of the bill were not cool. It was really complicated and get like the oversight was lacking. I didn't like seeing so many opposition statements (ignoring the ones that were pearl-clutching about the drugs) that were from counselors saying "this will mess up actual funding to actual clinics".

I'm hoping that the back room funding stuff doesn't turn out to be a bad thing. I will say there were also a lot of oppo statements from addicts saying "jail saved my life" and not being an addict I had no clue what to do with that so I ignored them.

I know a lot of addicts who did get clean because of jail, but I know just as many if not more that didn't. Getting clean and sober usually only happens when you hit rock bottom, for some people that is jail but it isn't anything particular to jail. Everybody has different bottoms. I can say as someone in long term recovery that sending people into treatment programs instead of jail will probably get more people clean in the long run but it is also dependent upon the quality of those programs. The treatment industry is HUGE and there are tons of lovely programs, sober houses, etc just out to make a quick buck. I know many people that went through rehabs where you are required to work and it's just making some product the center can sell for profit. At the sober house I lived in there were 12 guys paying $700 a month for rent and utilities in a 3 bedroom house that probably had a $2500 mortgage. It was a great group of guys so it was a good thing but it's entirely hit or miss based on who the house leaders are and what people happen to be staying there at any one time. The treatment industry absolutely needs a spotlight shined on it and some serious reform enacted.
