It's appropriate that the ending of this chapter gave off some Spider-Man vibes because, much like Spider-Man, this is going to end with Deku saving the day at the cost of his own personal happiness when he ends up missing the festival and everyone gets mad at him for ditching the show and making Eri sad.

It may also end with a crazy youtuber trying to convince the public that he's a menace.

I don't think this arc needs any deeper meaning or edge to it. Deku and Gentle both have things they want that happen to be mutually exclusive, but Deku's reason is altruistic while Gentle's got more of a chaotic bent.

Also yeah, Deku has a provisionary permit for public quirk use now. They didn't go into what that means in detail, but it seems to just be contingent upon finishing hero training. He already acted independently against Overhaul and that seemed to be fine.

A provisional licences probably means they can use their quirk in public to subdue criminals legally but they will have to undergo an investigation when they do to make sure they did it correctly and also maybe not for personal profit.

Alternately, it's possible that a provisional license lets them do hero work, but not get paid for it, in which case Midoriya is fine, other than a hit to his reputation (like he got after he was so self-destructive at the tournament)

Given that La Brava was supposed to be hacking to shut down the surveillance systems, there are likely some more serious violations there. I can see a possible reckless endangerment angle as well, in disabling the protective systems of a high-profile target for villains.

Once that's broken then Gentle won't have anything to record with and thus no reason to bother the festival.

I don't think it's hard to get why "swimming episode with Mineta involved" would give people a sense of trepidation and even beyond that starting the season with an anime-only filler episode is a bummer and not what anyone wanted to see.

He only appeared for a few panels in the span of months, how can you make him appear less than that? Kill him off? At this point he's such a toxic influence on your life that you should just pretend that he doesn't exist and move on with your life.
