Can Congress admit a new state entirely on their own with a majority yes ballot result? Reading the PR statehood wiki it looks like neither the senate nor executive are necessary.

The republican plan for PR statehood will admit PR, but merge New York and California into one state. There will be a small strip of land ceded from necessary states. It will go through Las Vegas, Denver, Austin, and Atlanta, making all the residents of those cities(but not the suburbs) part of Newer Yorkifornia. Any claims of gerrymandering will be dismissed. Paul Ryan will just want to keep the flag the same and save millions of taxpayer dollars that might have to be wasted designing and buying new flags.

From what I can tell in a quick Google, it seems like normally both houses of Congress and the president sign off on new states. There also seem to be rules against subdividing current states.

But I think that was rendered null and void during Reconstruction. Is it confirmed that Infowars is losing views? Alex Jones must of been a bit worried when Trump actually won, every horse he supported/bet on lost so he was 'safe' in the opposition to constantly criticize. I go on infowars every once in a while to look at article titles and then look at comments, people have been whining a bit more about Trump especially when we hit Syria.
