I can say that the OSK in GNOME was originally intended for accessibility, and not as touchscreen input. I agree that the keyboard is terrible: that's because it was just hastily hooked up, and nobody has actually used it. I fixed a bunch of memory leaks and bugs in it, but I do think it sucks too.
