It's a line that really sticks out in the show. It helped set the tone for how seriously and realistically the show treated the murder. The dude isn't just relating the information to the police so the plot can move forward, like you'd get in most crime shows. He's nervous, he adds the unnecessary wrapped in plastic detail, it's a really great line in context Plus I think it was in the recap at the beginning of each episode, so you heard it a lot.

I actually thought Conway's outfit was pretty cool, I think we would like it more if it wasn't being worn by such a terrible person.

I first watched Twin Peaks on Netflix so I skipped the recaps (or maybe the recaps weren't on the Netflix version of the episodes) and I don't remember that line being particularly prominent otherwise. I remember "there was a fish in the percolator" much more strongly than that.

There was an interview with the guy that did all of those announcements in like the Red Eye or something (can't find it for the life of me) and he said that one of his favorite things is riding the bus or train and just saying wrong names before the system says the correct one to see if anyone looks around confused. edit: His name is Lee Crooks, but I still can't find the interview he was joking around in.
