Blank cheques are useless if you don't know how to fix the problem, you can't buy your way out of a cave, the divers aren't doing it for money, are highly skilled, motivated, the equipment is fine and funding isn't the issue. Sending people from the Boring Company is the best move as they can study the problem without interfering with the rescue effort.

Compared to traditional costs-plus contracts employed by NASA, such as the $12 billion Orion (spacecraft) contract, the unprecedented efficiency of the $800 million COTS investment resulted in "two new U.S. medium-class launch vehicles and two automated cargo spacecraft".[4] NASA is doing it's mission.

Sagebrush posted:INT. SPACEX HQ -- SOME TIME AGO To be fair, the work done with landing rockets is based on Mueller's pre-SpaceX work on deep-throttling engines which was adapted for Merlin's core design. Mueller based his engine on a pintile-injector design like that of the Apollo LM Descent Engine, so it was almost from inception very much able to do the kinds of burns needed to return the stage. The unknowns were in plume and engine behavior while flying bell-first at hypersonic speeds, and thats where a lot of the actually groundbreaking work has happened with SpaceX's landings. A lot of the work of doing tail landings existed in public domain due to NASA work in the 90s with DC-X (some of those who worked on it eventually directly went to Blue Origin).
