The FIFA U-21 competition also has this rule. You just have to be under 21 at the start of qualifiers.

For real though, this comes up every so often and it's something to do with being under 21 on the day qualification starts. It's basically designed so that if you're a U21 player who plays in all of qualification, you don't get ruled out of the actual tournament by an inconveniently timed birthday. In practice it means that 22 and 23 year old players often feature at U21 tournaments.
