They had about 5-6 seconds between that and the snap. It was pretty clear that the Ravens #d was not prepared for this and did not know how to react.

IDK apparently it happened a few times before Harbaugh finally came on the field and then the refs told him that they'd start informing them.

The Patriots gave the Ravens 9, 8 and 6 second's to line up after they announced the ineligible receiver. But they still went no huddle which did not allow the Raven's to substitute, which is totally fine.
