There is every reason to believe a more diverse work force will make the CIA better at its job lets take a look at your example. The purpose of an enterprise is to make money. What's the purpose of the CIA? So yeah a more effective CIA is definitely not something to be celebrated.

The CIA isn't a business trying to build a product. It's a government agency designed to perform clandestine operations to enforce American hegemony. While a corporation can benefit from diversity of thought any diversity in the CIA is going to be entirely superficial because they will still select for people who want to train death squads.

A more inclusively designed product is a great way to sell to more people. The CIA recruits from many different backgrounds to be able to more effectively operate in more regions. It hasn't decreased the brutality of their tactics, because those tactics are brutality effective. I am not sure what inclusive imperialism would even look like. They're certainly not going to respect your decision if you choose to not do what the US wants you to do.

Diverse in appearance while uniform in thought. Race, gender, ect are loose correlations for life experiences which is where diversity actually comes from. They will build an organization that looks different but still shares similar backgrounds, educations, and beliefs.
