I even liked the "Beverly Hills/90210 in Space" theme. This is Verhoeven running on a full engine here. Great fun, great satire, and deliberately cheesy and synthetic. A lot of people don't "get" Verhoeven - keep in mind this is the first guy to ever show up to the Razzie Awards to accept a Razzie in person.

He rarely takes himself seriously and rarely takes his work seriously. It's all supposed to be cheesy, engaging, satirical fun backed with cool special effects and a killer sci-fi dystopian setting (with lots of mind-numbing violence). People who hated this movie often hated Total Recall and Robocop for the same reasons.
