This led me to notice that the total memory consumption in task manager is reporting 2-3 times higher than the actual total of per-process memory usage (including background processes). And the stuttering occurs when the consumption shows at 95-99%, even though I'm actually using under 4 GB at the time. Is this a known symptom of bad RAM? Not afaik (I have not run into many ram problems however) But you can check the RAM for error pretty easy using a program like Memtest86+.
