I wonder if that's the Ring Taxi or something. The driver sounds sort of like a tour guide humoring stupid assholes - and the cameraman/narrator definitely qualifies for that in spades. Plus, the "BMV" thing screams "tourist" - it's pretty obvious that he doesn't speak German well if at all, and is trying to fake it.
