The second Resident Evil movie has Milla drive a Harley into a church and into a monster. Mad Max has a pretty famous although not graphic motorcycle death. As for actual tire to the face, I can't think of any specifically. Most of the motorcycle kills I can recall deal with ramming someone, them holding onto the front, then ramming the person and the bike into a wall or crates or something.
