Drill a hole through the middle of one of them that is large enough for you to clear the bottom part when you screw your O2 sensor into. Screw on the second unmodified one. Then put the whole thing post cat and hope the inspection mechanic doesn't see it.

Downstream O2 sensors are looking for the delta between the upstream and downstream to make sure the cat is doing a job within the acceptable range. By moving the downstream O2 sensor out of the flow of exhaust and just having it "sample" a bit, it looks like your cat is AWESOME to the ECU.

This violates federal law, and I am only talking about theory based on my knowledge of how ECUs work and what is available in parts stores. I've never done this, nor has anyone else that I know.
