Insofar as PHP goes, having the config is a PHP file is typically better because your chances of the server serving that file directly are alot lower than if it is sitting in config.inc or whatever.

Personally I'd use a nested hashtable by environment, YMMV.

If it makes you feel any better, I just had to extract our old VSS database and pull it into SVN to figure some things out. VSS2SVN.exe took the better part of the day but did work quite well. God I wished I had done things like comment commits back then.

Having dived into a bit of objective-c development I really like the pattern -- using interfaces is alot like the C-style headers and then implementation, which I'm falling in love with.
