The carnaval was in the beginning of march from what I can remember, what you have right now are some mini-carnavais during the year, mostly on the northeast. I think the best option in terms of food is a Churrascaria de rodisio where you pay around 15-20$ in a good restaurant and can eat as much as you want of meat, if you saw the simpsons episode in brazil itīs that meat on swords.
