Is this Robotica? Where the government used death-row inmates to remotely operate mechs in dangerous combat zones and rebel sites because the problem with the link-up was if the connection was severed (i.e. mech destroyed) the person would die? I'm not sure this was even for the PS1, as I played it on the Saturn, but I remember some games were cross-platform.
