Rogers and Bell (and Shaw) also own TV networks that control the broadcast & internet streaming rights for a lot of American shows in Canada, so if they don't want their shows on Netflix it's not going to happen. It's got nothing to do with the CRTC.

Even if the selection isn't as good as it is in America it's still worth $8/month.
