Closest thing I can think of is Max4Live LFO synced to beat division of your choosing, mapped to Max Midi Sender and putting Max Midi Receiver on each external instrument track with a separate receive bus. So if you have 8 hardware monosynths you set the depth and offset of the LFO to only affect the number of midi busses (instruments) you're controlling. I couldn't find a round robin per note on device, but if you program in the midi it will follow the sync speed of the LFO and sounds pretty cool.
