Her country is not eligible for a working holiday visa. Yes, you can prove cohabitation outside of Australia. I'm with my boyfriend in New Zealand right now, also waiting out a year together so we can go the de facto route. Most of what's in this pdf booklet is already on the immigration website, but Part 7 details what types of evidence you need to provide.
