I work at http://www.limestonenetworks.com we are an un-managed dedicated server provider in Dallas. On the subject we do allow IRC as long as your not linking to efnet, linknet, etc. We run a GameSurge.net server as well (Limestone.TX.US.GameSurge.net).

SolusVM normally uses OpenVZ but it can be used with Xen as well. http://wiki.solusvm.com/index.php/Xen_Virtualization

If that $100 includes CPanel that is not a bad deal. If your used to CPanel and the server won't be managed I would go that route instead of trying Plesk.

If you decide to consider 3rd parties you should look at SendGrid. The pricing should be within your budget and from what I hear they have a really nice API.

Hey! Thanks for the mention, but we aren't a reseller of any other provider :). We have our own space in the Databank facility (Dallas, TX) with our own network, bandwidth, and hardware.

We are unmanaged, but you'll find our support team goes above and beyond in most cases. We support our hardware 100%, if you think you have a hardware issue just ask us to replace it and we will do it no questions asked.
