Either 'skillful' combat or stealth is the 'correct' way to play Shifter; if you blunder into firefights like a dummy and just tank your way through everything you don't really get any reward. I don't think he's managed to implement rewards for well-arranged traps, either.

What he means is that you should either get points for both (don't disable anything) or not get points at all (don't use shifter). That way, one approach isn't necessarily better.
