Why do they play music at random hours of the day? Is there any historical significance or is it just a dude dropped in his magazine on the sound board? I'm mostly curious why I'm hearing poo poo at 23:30 every night.

If it's before Taps, it's probably Tattoo.

Tattoo originated during the Thirty Years War, 1618-1648, and in German was called "Zapfenstreich." At 9:00 P.M., as the call was sounded, all bungs (zapfen) had to be replaced in their barrels, signifying the end of nightly drinking. The provost guard then drew a chalk line (streich) across the bung so that it could not be reopened without evidence of tampering. Tattoo is the longest U.S. Army call, consisting of twenty- eight measures. The first eight are from the French call "Extinction de Feux" and the last twenty measures are from the British "First Post" - in turn adapted from an old Neapolitan Cavalry call "Il Silencio".

No, NCOs don't have that authority, at least in the Army:

AR 600-8-10 posted:

5–27. Rules to grant regular pass
a. A short, nonchargeable, authorized absence from post or place of duty during normal off duty hours is a regular pass. Non-duty periods of absence, other than the established or normal duty hours are considered as a pass period, to include official holidays (see table 5–1). For example, a regular pass might extend from Friday after duty until the beginning of duty on the following Tuesday.
b. The unit commander is the approval authority.
c. A soldier remains in an available-for-duty-status during normal off duty hours unless absence is authorized.

AR 600-8-10 says the commander can restrict a soldier to post. Your local JAG has an interesting take on the regulations.

Suspension of pass privileges is a good way for a commander to motivate a soldier without resulting to NJP, but in my experience it's not used often. A bar to reenlistment is also good. It doesn't have to involve NJP, and if the soldier reforms and the CO lifts the bar, there's no permanent record in the soldier's file. if the soldier persists in shitbaggery, then the bar stays, the soldier ETSs, and there's a code in his DD214 that disallows later enlistment.

IG complaint would only work if there's something more tangible than a bad attitude from the PSG. Do your best to ignore the attitude and find ways to contribute until you're healed up. Make sure you have a copy of your profile w/ the commander's signature handy at all times, and if the PSG tries to force you to do things that you believe will further injure your ankle, or actually does something that will have a negative impact on you other than giving you the cold shoulder, ie; denigrating you in front of others because of your profile, holding up necessary paperwork, etc, then consider using your command team's open door policy prior to stampeding straight to the IG. In the meantime, do your best to avoid letting someone else's attitude destroy your own. Above all, don't blow up and go all insubordinate or otherwise do something that'll land you in actual trouble.

On the enlisted side, I'd say 35L is closest to what you want to do. Unfortunately, you can't enlist directly into that MOS. Your best bet would be to enlist as a 35M and then apply for 35L when you are promoted/qualified to be promoted to Sergeant. You'd end up with a background in interrogation and source operations, and then move into counterintelligence.

Hey man, so....according to my ERB I have 209 loving points. Is this the finalized version of the new points and how do I update this poo poo? still with a 3355 or what

Some stuff from a FAQ:

d. Question: How will my current (3355 system) promotion point scores be affected by the promotion changes effective 1 June 2011?

Answer: Effective with 1 June 2011 promotions, you will have a revised promotion point score automatically calculated by using promotion point eligible data that exists in your Personnel and Training Records. Promotions effective for 1 June 2011 and after will use the Soldier‟s real-time score in calculating the monthly cut-off scores for each MOS.

a. Question: What is the procedure for Soldiers adding additional points following their board appearance? Once they have been integrated to the Promotion Standing List and affected changes through ERB updates, are there further requirements to ensure that the promotion points are updated?

Answer: After eMILPO and ATRRS updates, Soldiers should verify their PPW for correct promotion points by comparing their PPW with their ERB and training records. For further assistance, see your BDE/BN S1.
Steps to access your PPW:
- Soldiers (Private (E1) – Sergeant(5)) can log into the PPW from the AKO website: https://www.us.army.mil/
- Under Army Links click on Enlisted Promotions, at the bottom of the screen, check the box left of submit, then click the submit button. On the next screen, click CAC Login or type in your AKO username and password, then click submit.

That PPW link is dead last I checked

Here are two blurbs from G1 that might help. The second one says that they should have at least started firing up the on-line PPW yesterday:

1. HOT!! IMMEDIATE ACTION REQUIRED FOR CONVERSION TO NEW PROMOTION POINT WORKSHEET (PPW). From HRC: Testing of the new Promotion Point Worksheet (PPW) revealed 15,556 Promotable Soldiers E4/E5 will become "Not Eligible" when HRC loads the initial data into the PPW on 28 Apr 11. Attached with this post is a list depicting reasons the Soldiers will become ineligible. Immediate action is required by units to update the Soldiers data in eMILPO NLT COB 27 Apr 11. If this data is not updated the Soldiers will be removed from the Promotion Standing List. The largest population of Soldiers will become ineligible because their eMILPO APFT score has not been updated. There are also significant issues with incorrect military and civilian education level completed. Visit the following link for more information. https://forums.army.mil/CommunityBrowser.aspx?id=1415490

2. CONVERSION TO NEW PROMOTION POINT WORKSHEET (PPW) IN PROGRESS. In regards to the transition to the new PPW, we have been receiving posts on S1NET this morning from Soldiers saying that their "promotable status" has been removed from their ORBs. This is due to the transition to the new PPW. Old points are being removed from the system, and the new points under the new PPW will appear (for those Soldiers who are still promotable) after the initial load of the new PPW is complete, which is currently scheduled for 28 Apr 11 (see para 1 above). https://forums.army.mil/CommunityBrowser.aspx?id=1415490

This is the way to do it. If the MSM gets downgraded to an ARCOM at least the guy's got the 638 and narrative for an MSM in his records, which shows that his firstline thought he deserved it. There's no loving reason to rewrite. If leadership at each echelon on the way up doesn't like it, they just recommend downgrade and pencil in some comments.
