Was there any sort of leap in technology that gave birth to the deathstar? It would seem that orbital mortars would be desirable to just about anyone in the galaxy and the only reason I can come up with as to why the Empire did it first was because it was such a massive money sink. That, and because it's cartoonishly evil.
