The 3000 had issues, and still does, but as a new subscriber you won't get it. Recently, some 3rd party X-GPON devices in both SFP+ and standalone appeared that can be modified to imitate a valid homehub mac address and authenticate on Bells network. You can then use your own PPPoE device to get connected.

Federal government should claw back the tax breaks they gave Bell to expand, though I know without even looking it was done in a way that didn’t actually bind it to any investments.

Could also be a damaged cable between the modem and desktop. If a pair inside the cable is damaged, you can get limited to weird speeds like that.
